Language school at Jocelyn Place given the go ahead by An Bord Pleanála
An Bord Pleanála has rejected an appeal by a local solicitor against Louth County Council’s decision to grant conditional planning permission for a new language school at Jocelyn Place.
Last April The Language Place owners Richard and Annemarie Keogh applied to Louth County Council for planning permission to change the existing offices at 2 Jocelyn Place into a language school on the first and second floor with ancillary storage on the third floor.
As part of their application they had also applied for permission for an ancillary apartment at the basement and ground floor annex. The works to the protected structure were also to include internal and external alterations.
That application was granted conditional approval last June but an appeal was lodged the following month against that decision by local solicitor Sean T O’Reilly, who is the owner/occupier of the adjoining premises Bantry House at 2/3 Jocelyn Place.
He claimed that a substantial part of the ground floor and part of the first floor of 2 Jocelyn Place is in his ownership and is accessed from No 3. He pointed out that the building was originally a townhouse before being amalgamated with No 3 in the late 1970s, resulting in the building being sub-divided into separate ownership.
He said he would be directly impacted by the works were they to proceed and argues that if they were to go ahead it is inevitable that damage would be caused to the structure of his premises and would effect his business. He also expressed concerns about the additional traffic that a school would create in the area.
An Bord Pleanála have decided to grant permission for the development subject to a number of conditions including that internal partitions are not removed and that the third floor be used for storage purposes only.
The Language Place school has been operating in Dundalk for a number of years and is currently based in Francis Street.
